Both Inspector Peter DiBlasio, who had left the 66th Precinct to take charge of the 60th Precinct, and Deputy Inspector John Sprague, the precinct’s new commanding officer were on hand to congratulate Ghaffar as Executive Officer Captain Nicholas Muglia presented him with a cop of the month award for not only a recent arrest, but also a career that exemplifies the phrase “New York’s Finest.”
